Assistant professor at DEISI and researcher at COPELABS, Universidade Lusófona.
Licenciatura and doctorate degrees in Electrical and Computer Engineering from Instituto Superior Técnico.
As a researcher and project manager, he worked at the Innovation Labs at Deutsche Telekom, Instituto de Telecomunicações, INOV-INESC, INESC-ID and Multivision. Since 1998, participated in 17 R&D projects funded by the European Commission. He acted as consultant for ANACOM, NOS, Vodafone, MEO, Metropolitano de Lisboa and TML.
Since 2014 he is also lecturer on computer science and telecommunications. He supervised 3 doctoral theses, 14 Master's and 17 TFCs at IST, UBI, ISCTE and Lusófona. He authored more than 60 articles in international journals and conferences, and 70 technical reports for the European Commission. He has served as chair and TPC member of the IEEE conferences.
In 2018 he was elected Senior Member of IEEE and is board member of IEEE ComSoc Portugal Chapter.
